How do I join the Salisbury Homeowner's Association?

When a new resident moves into the neighborhood, a "street coordinator"  delivers a welcome packet to their home.  Inside the packet is a Resident Data Form (RDF) that we ask residents to fill out and send to the Salisbury Homeowner's Association (P.O. Box 1024, Midlothian, VA 23113).  With this form we can update our database with the new resident's address and family information (this information can be included in our Neighborhood directory).  If you are a new resident and have not received your welcome packet, please contact the Homeowner's Association and we will be sure to have one delivered to your home.

How much are my annual dues?

Annual dues are $100.  Annual dues statements are sent to all homeowners in January of each year.  New residents moving into the neighborhood during the first six calendar months of the year are asked to pay the full dues, after the first six months residents are asked to pay half the annual dues amount.

What are my dues used for?

While most of our residents are familiar with the Salisbury Homeowners Association Directory and the Salisbury Courier, the association is involved in other neighborhood projects as well.  Payment of your annual dues helps your Homeowners’ Association (SHOA) to  enhance the entrances, create and distribute the ‘Courier’ (newsletter), hold community events such as the summer concert series, make improvements to the neighborhood such as stop sign replacements, and finally to establish a reserve fund for future maintenance and development possibilities.

Additionally, the association is responsible for maintenance of common areas, which include grass cutting and trash pickup along both Winterfield and Salisbury Roads. These improvements and maintenance tasks are being funded by Homeowners Dues.

How do I join Lake Salisbury?

Lake Salisbury is not part of the Salisbury Homeowners' Association.  If you would like to join the Lake Salisbury Association for 2009 season, please send an email with your name and address to:

Do I need approval to install a direct tv dish (small) on back of my house (roof)?

It is not necessary to obtain approval.

Oh Dear!  There is a dead deer on the side of the road, what do I do?

Residents can complete a Highway Helpline Online Work Request on the Virginia Department of Transportation website.  This form is used to place a work request for state-maintained roads for things such as drainage cleaning, pothole filling*, water drainage, guard rail replacement, bridge work, signs, traffic lights, animal, tree or trash removal. Or, you can call the Highway Helpline at 1-800-367-ROAD (TTY users, call 1-800-432-1843).

How do I report a pothole in the neighborhood to be repaired?

Is Rosemont part of the Salisbury Homeowner's Association?

Rosemont is not part of the Salisbury Homeowner's Association.  Rosemont has it's own homeowner's association, which is a mandatory association without disclosure statements for new home buyers.

However, 13 homes at the entrance to Rosemont are part of both Salisbury and Rosemont due to initial development of those homes by Salisbury Corporation prior to Rosemont's establishment.

Are there disclosures that need to be provided to new home buyers in the community?

Realtors frequently call the homeowner's association asking for disclosure statements.  The Salisbury homeowner's association is a non-mandatory association and does not have disclosure statements.

What should I do if a solicitor comes to my home?

Soliciting is not permitted in Salisbury.  No Soliciting signs are posted at the main entrances to our community.  However, there are exceptions to who may solicit.  For example, non-profit organizations may solicit.  Please review our full non-solicitation policy to see which groups are permitted.  If a solicitor comes to your door, who is not permitted per our policy, the best thing to do is call the police.  Since we have signs posted they can come and enforce the policy.  Thank you for help in keeping this nuisance to a minimum.

What trash removal companies currently serve Salisbury?

Per SHOA Covenant's and Restrictions trash collection is to occur in the rear of lots.  Ducks Disposal is listed here to show that there is not a significant price differential between back yard pickup and curbside pickup.

How do I join the Garden Club?

The Salisbury Garden Club meets at the Church of the Redeemer, 2341 Winterfield Road, on the third Wednesday of each month, September through April.  Monthly meetings include a business meeting and presentation or demonstration on gardening, horticulture or floral design.  Visitors are always welcome.  For more information, contact Kathy Ward at 378-7481 or at klhward@gmail.com

Can I store a trailer on my property?

Residents with trailers, campers, boats, etc. are not to park them in driveways, on the street, or on their Salisbury property.  They must be kept outside of the community.  Please contact a trailer dealer and ask them for a list of places that rent storage space for these items.

How do I get approval for a home improvement project?

Plans for projects should be submitted to: Chairman, Architectural Standards Committee, Salisbury Homeowners Association, P.O. Box 1024, Midlothian, VA 23113.  In addition to a description of the project, submitted plans must show the intended location on the property, exterior elevations of structures, architectural details, materials and finish colors of all exterior surfaces.  Approval/disapproval letters will normally be issued within ten days of receipt of documents for review. 

Submission of your plans to the SHOA is in addition, and should be submitted prior to any plans submitted to Chesterfield County.

How do I place an ad in the Salisbury Courier?

The Salisbury Courier is published six times a year - in the even numbered months of the year.  It is mailed to approximately 1600 homes in the Salisbury Community.  There are two size ads available.  The 1/8 page is approximately 3 1/2 x 2 1/4.  The 1/4 page ad is twice that size.  2010 Ad space for 1/8 page sells for $100 per insertion.  The larger ads sell for $135 per insertion.  There is a 20% discount available for annual placement contracts.  To request advertising space for 2009, please complete a Salisbury Courier Advertising 2010 Agreement Form and return the completed form by mail to

Are there any architectural firms that the Salisbury Homeowner's Association recommends?

There are several good architectural firms that do work in Salisbury, however the Homeowners Association does not recommend specific firms or architects.  Contact the Virginia Society of the American Institute of Architects (AIA) located at 15 S 5th ST. in Richmond, telephone 644-3041 and they can recommend an architect for the type of project you envision.

The architectural standards that you will have to comply with are listed on this web site.  When you decide on an architect, you should make these standards available to him (her).  Plans will have to be submitted to the homeowners association for approval before construction begins.
